I've tried working on this in an extension and it's a very complicated piece of functionality. Not only do you have to check the user has permission to own the topic, you then have to check to see if someone is viewing the topic that has permission but doesn't have ownership.
I went down the route of 'freezing and unfreezing' the topic so moderators can work on the topic but then I wasn't sure to what degree should 'freezing' a topic prevent other users from accessing it.
Before this idea gets anywhere near core, a discussion needs to be had as to what happens to the topic when its put in this mode as the effects will impact other users viewing the topic depending on what happens afterwards.
